Age: though he's only been activated for about eight years, he has the physical appearance of an eighteen-year-old; his mental age is subjective, though he's been self-sufficient since activation and living on his own since a month after it. However, there are still many (human) concepts he doesn't understand, such as pain and temperature.

Canon Pull Point: Conclusion of Mega Man 7. He tried to find his brother when Wily's castle collapsed, but something went wrong with his teleportation device.
Appearance: One thing's definite: Blues always wears shades. It's an old habit to hide his identity from his creator, but it's not something he's willing to break after so long. He thinks they look cool. Though once those break, he's kind of out of luck. When not wearing his trademark helmet, one can note that his hair is brown and incredibly messy. He's never heard of a hair brush, and frankly, who needs to brush their synthetic hair?
As a prime example of advanced robotics, Blues almost perfectly imitates a human, provided he's wearing clothing. Even when shirtless, it's easy to see his core and the fact that there are parts of his body not covered by the synthetic skin. Bits of his metal skeleton show through, and the gaps in the skin provide cooling for his nuclear core.
His skin is pliable, but only warm due to machine constructs in his body. If he overheats, he could be in a sticky situation. Other features of his body are that he can take a considerable beating, can survive falls that most humans cannot, and his vision adjusts to navigate even in dark areas. There's also features seen in modern robotics, such as a sensor for his center of balance and so that he can learn to navigate through rough or jagged terrain. He also has a programmed-in self-maintenance device that checks for issues in his body, as he cannot feel pain. However, he has no compulsion to stop and repair himself should he be damaged, even though an ordinary robot would.
But Blues? He's no ordinary robot.
Personality: Blues. What's there to say about Blues? I suppose you could say that he's the ultimate free spirit, living as he pleases and doing what he likes. He's the only robot designed to have free will, and he doesn't abide by any laws of robotics since he's programmed to think, act, and decide like a human being.
So yes, theorhetically he could blow up a town and kill human beings and hurt himself, but he doesn't. Why? For the same reason you don't punch people in the face when you see them. Blues has a strong morality, and he is capable of feeling remorse and guilt. He doesn't like hurting innocents and while he's temperamental, he's not trigger happy. And whenever he sees people in danger, he'll help out however he can.
Don't think of him as reckless, though. Blues is known to keep level-headed; panic features are not programmed into his core, being one of the few things he cannot experience.
He's also capable of feeling loneliness, and that's one he feels in spades. In part, it's because of trust issues. After the man he saw as a father tried to remove his personality for "his own good," and after the man who managed to repair his faulty core without destroying his personality ended up being a monster with the desire to rule the world and enslave humanity, Blues has found it hard to put too much trust in... well... anyone.
Perhaps the only person he can say that he trusts is Rock, better known as Mega Man. While he refuses to work with Light, he sees nothing wrong with joining forces with Mega Man from time to time, or even offering the younger robot advice. He sees Mega Man as a little brother, and perhaps that's why Blues still can't forgive Light. He's almost certain that Light sees Rock as nothing more than a weapon against Wily, and because of Blues's brotherly attachment, it sickens him to see his brother being subjected to the pain and frustration of fighting Wily's armies almost single-handedly.
Despite a close bond, though, Blues is rarely affectionate and has yet to tell Mega Man that they are brothers. But hey, he helps out where he can, right?
The other source of his loneliness, though, is the fact that he's too human to be a robot and too robot to be human. He's built for combat, programmed with super-human reflexes and abilities and he's awkward and strange around humans and the 10% of his mind and processing that operates robotically becomes more and more prominent. And yet, most robots he knows aren't programmed to feel compassion, and they're so easily reprogrammed to suit human desires. He feels stranded between worlds, not fully belonging in either.
As a loner, he comes across as either arrogant or cold-hearted to most strangers. He's catlike, really; he can be friendly and loyal, but it has to be on his own terms, and anyone who tries to force him into line won't be on good terms with Blues.
DND alignment: Chaotic Good. Blues is, at his core, a good person... machine... whatever. But he doesn't like anyone to define his idea of what's right and wrong, and he's firmly against any society that wishes to suppress the freedom of others. That's why he opposes Wily, but still refuses to work with Light.
History: Years ago, Dr Light decided to make an advance in robotics that had yet to be seen: he was to create a human-like robot, one that thought and made decisions similar to a human. The result was Blues, a prototype for a new line of androids. But there was one flaw in the design: Blues had a solar energy core that was unstable and could potentially kill him.
Dr Light planned on fixing this, but over time, Blues had grown distrustful of Dr Light. The final straw was when Blues overheard Dr Light mentioning "programming out a rebellious streak" to a colleague. It was then that Blues decided he'd rather die than give up his freedom, and so he fled Light. Eventually the good doctor believed he had died.
And Blues almost did die-- but before his core burnt out, he came across Dr Wily. Wily offered to repair his core without removing his personality, and Blues took the offer-- in that moment, he feared death to the point where he was more than willing to take the risk of being reprogrammed.
But Wily was true to his word, and Blues found himself not only given a more stable nuclear core, but upgraded to a combat robot to rival Light's DLN-001. With this new uniform and a visor to hide his face from Dr Light, Blues took on a new name: Proto Man.
In order to repay his debt to Wily, he decided to aid Wily for a while. He also wanted to get revenge on Light for almost erasing his identity. But Mega Man stood in his way, and the two clashed bitterly. At first, Blues despised Rock for being his replacement, as he believed the other robot was proof of Blues being unimportant to the good doctor. But as time wore on, Blues eventually realized that Mega Man couldn't be blamed for Light's actions, and that Wily wasn't any better than Light.
He decided to help Mega Man defeat Wily, and when the base collapsed, it was Proto Man who rescued his brother from the ruins.
But that wasn't the last time they'd ever hear from Wily. It happened again. And again. And again. And once they thought it was all over and done with, Wily escaped from jail and began destroying the city. Again.
Willing to help his brother best he could, Proto Man appeared to give advice and eventually let Mega Man borrow his shield for the fight. He's not sure how much it helped, really. While trying to take out a squad of Sniper Joes that would have distracted the much-less-fragile Mega Man, Wily's castle collapsed and lit on fire and Proto Man, worrying about the only person he really trusts, tried teleporting to the location, hoping he wouldn't be too late.
He never made it.
And something tells me that nuclear-powered androids aren't quite a common sight in these parts.
